Police have the power to collect your location along with the numbers of your incoming and outgoing calls and intercept the content of call and text communication. They can do all of this without you ever knowing about it. And when SOS, PIAPS went all over the world with an unsecured Blackberry talking and texting away and all anyone can talk about is unproven allegations Trump may have talked to someone from Russia about something, or not.
I read an article one time indicating you can tell when your phone is connected to a Stingray. I don't recall the details, but the author did say Stingray's are in use all over the DC area.

When you carry around a radio transmitter that emits signals to the air, you have no expectation that those transmitted signals can not be received.

Bush described himself as a “compassionate conservative”. I am guessing you did not notice the quotation marks around conservative in my post. I don’t believe he was conservative either.
