It's even more sinister than that. There is a very vocal segment of the California hard-Left that wants to do away with dams altogether. They view a prominent dam failure as a net positive, enabling them to increase pressure for dam removals. Effective preventive maintenance, therefore, was antithetical to those in charge.
That picture was taken last Tuesday (2/7) I believe when the problem was first discovered and they shut off the spillway for inspection. It is very much bigger now (no one really knows how big as the water release has been greatly increased to protect the emergency spillway from use and to lower the reservoir level to provide storage for the next series of storms starting tonight).
Exactly. Any other business would not be insured without a disaster plan in place and operational.
