There is a fence at the bottom of this picture which is at the north end of the emergency spillway. The picture is from this morning.

Forgot to mention that logs were jammed up against the fence when water was spilling over.

Watching a local report on KCRA.TV. They just showed one of the helicopters dropping a bag of rocks in a hole on the OTHER side of the spillway. At the far edge of the parking lot.

they had bags ready to go all day..why would they start just before dark?

It was at the OTHER end of the parking lot. It was a deep hole.
