Who arrests lawbreaking judges?
The question of the ages.....
Not to get too technical on you, but it depends on whether he's exercising jurisdiction in personam (over a person) or in rem (over a thing).
Suppose you live in New Mexico and I live in Utah. I steal your money, and put 1/3 in a bank in London, 1/3 in a bank in Zurich and 1/3 in a bank in Paris. You sue me in England, Switzerland, France and Utah, but are able to serve me with a summons only in Utah.
A British judge has the power to give you back the third of your money that's in London, but not the other 2/3-- he has jurisdiction only over what is in England.
The Utah judge, however, can order me to return all of your money, because he has jurisdiction over me. Because I was served with a summons in Utah, the Utah court has jurisdiction over my body; the Utah judge can order me to do anything anywhere, and punish me for contempt if I refuse.
That's a bit oversimplified, but I'm summarizing about two months of law school here.
In response to your question about national jurisdiction:
The Federal District Courts have Original Jurisdiction on Federal law. And that is by Federal law, as defined by past Presidents and Congresses.
A Federal judge has authority to act on any Federal law brought before them.
Of course they are subject to the outcome of official hearings, trials etc. And are subject to being overridden.
This particular judge had to find that “the plaintiffs were likely to prevail on the merits” to legally issue the stay.
However, one stupid and/or corrupt judge does not jurisprudence make.
Also, I believe this nationwide stay will be lifted, either by this judge or by a higher court by Tuesday at the latest.
They will find, while federal judges have jurisdiction over federal law within the borders of the US, and US Citizens, they have absolutely no say...NONE...on what occurs outside the US to aliens.

District court is below 9th circuit, there are a number of districts amongst the 9th circuit States

If that’s the law verbatim, that’s about as clear as it gets. How can any judge rule against that?
Here is a part of an article concerning the decision of the Boston judge who ruled on a similar suit concerning this case. This judge is also a Bush appointee. Head scratcher...
“Judge Gorton ruled that some of the plaintiffs claims were “moot” because of “the government’s clarification that the EO will not be applied to lawful permanent residents.” As for the other claims’, the judge found, “The decision to prevent aliens from entering the country is a ‘fundamental sovereign attribute’ realized through the legislative and executive branches that is ‘largely immune from judicial control.”

Judge Robart is a federal judge appointed by George Bush. he used to be a decent attorney but he is also one that was discussed in this forum in the fall because he said in his courtroom, “Black Lives Matter.”

This will be the conclusion of the 9th circuit as well. As leftist and looney as they are.
If they do not slap this order down, who is the SC judge that oversees the 9th? That judge could stop the order with an emergency stay.
I believe even the 9th Circuit (covers Seattle) will uphold the POTUS on this. The precedent is ENORMOUS.
The 9th Cirduit is a laughingstock for all the sheyt they get overturned.
Good grief this AH has no more authority to expand this ruling than your or mine local bench. He should lose his license.
Bet he doesn’t even own a federal code to check the ruling against.
I mistakenly thought from what was on TV that this was in the federal court system Now it doesn’t appear to be. Look at some of his other rulings!

As ridiculous as the 9th circuit is, the law is so clear on it they’ll almost certainly strike him down. But it’ll be close for sure.
The judge in Seattle is obviously a very activist judge who has made a “protest” ruling. He doesn’t give a damn about the law. He’s doing what he personally feels is the right and feel good thing to do. The pansy ass.
Gorsuch would have laughed the state of Washington right out of the courtroom.
FBI or federal Marshall depending on the crime
