Can Donald Trump Rescind Chelsea Manning's Clemency?

President Donald Trump on Thursday denounced his predecessor’s decision to shorten the prison sentence of WikiLeaks source Chelsea Manning. But he’s almost certainly unable to rescind the act of clemency that will see Manning released in May.

Pardons have been rescinded before and commutations have been modified, but experts appear to lean unanimously in Manning's favor, even though they are divided on the finer points of clemency-revocation powers.

"I can think of examples of where conditions were changed, but they're always toward leniency," professor and clemency expert P.S. Ruckman says about historical commutation changes.

No he can’t. Like the power of a Presidential Pardon, the power to commute a sentence is also.

Unless they try this person on charges other than the original ones, she/it is free.

Same thing as with Obama letting Jonathan Pollard out. It’s a done deal.

Can we bring NEW charges against Manning?

For example, if someone has been injured or killed based on his leaked information since he plead, it’d be like a bullet fired in the air that finally landed. New crime. New charges.

It is Bradley Manning. Both IT and BRADLEY. It or he. I’m tired of the perversion and sick accommodation made to people with serious mental issues. They need treatment, not facilitation and encouragement.

Almost certainly not. If the commutation is in a legal form that can be accessed by courts, then it is a done deal. If it was just announced but the paperwork not delivered in final form, it could possibly be rescinded.

I doubt Obama’s people would have left a loose end.

I wonder if there are other charges that can be filed against the traitor. Bradley Manning should be in prison for many more years, even if it takes another trial. The good side of his release is that we are no longer responsible for that psycho’s medical bills, which almost makes releasing him worthwhile.

Was he dishonorably discharged? If not, he is still under the control of the US Military and all kinds of bad things could be visited on him.
