the rationale for holding off on some was the cabinet appointees. It was thought that being too provocative before they were in place might kill a couple of nominations....they want to be MORE aggressive, and are holding back in certain areas only to ensure that no one can stop them once they get started.Makes good strategic sense. I noticed DJT giving Chuck Schumer a lot of razzing about the appointments at the Inauguration Day luncheon. He is not going to let up.
