PHOENIX (AP) — Arizona Gov. Doug Ducey's decision to again take for other uses state gas tax money intended to help cities and counties build and repair roads is getting a cold reception from some in the Legislature.
The Republican governor's budget proposal for the year starting July 1 eliminates $86.5 million in highway spending in the current year, a decision likely to spur a fight with lawmakers from both parties who have been seeking a permanent stop to shifts of cash for road work to other uses.
Legislation that would bar the practice and require gas tax money only be spent on roads has been introduced in the Senate with both Democratic and Republican sponsors.

Add Mitch Daniels to that list. The theft was not quite as direct, but leasing out a toll road to a private company with an up-front slush payment from them is the same effect.

Sure, at least for people that have 20 cents to $1 per mile to pay to use the highways (going rate for private highways, due to their monopoly protection).

Our nation has a vested interest in keeping the highways open and free of greedy corporate interests.
What we need to do is pass a law that makes taking gas tax funds for other purposes, to be a felony level offense.
Privatize the highways and you’ll soon be paying a fee every five miles down the road. Not no, but HELL NO!

Every road is an example of socialism.
You and the folks across the street didn’t build the section of road in front of your homes. Your city, county, or state did.
I think it’s important that federal highways remain government perview.
I’ve been to some states where you can hit six to ten toll booths driving an afternoon trip. When you return, you have to hit them again.
So no, I don’t want to privatize roads and have twenty to fifty different corporations charging tolls for their strip of roadway in just one state.
Pretty soon you’re back to the dark ages with modern concepts of highwaymen who fleece you before you can pass.
Nah... they are spending Tucson money on more socialistic stuff. Their roads are bad too -

highways are no different than any other good, let the free market reign - prices will drop, quality rise

Toll roads are capitalism in many cases, but in no case are they freedom.
