Shiloh Heavenly Quine, 57, who is serving a life sentence for murder, will be receiving "sex-reassignment surgery" and will be transferred to a women's prison, the Los Angeles Times reported.
The state of California will cover much of the funds for Quine's operation, which will be the first to take place under a new Golden State standard.
Quine, who was born Rodney James Quine according to CNS News, killed a man in 1980 and stole his car during a drug and alcohol-fueled rampage, Abby Huntsman reported.
The Times reported that Farida Baig, the daughter of victim Shahid Ali Baig, legally petitioned to block the surgery but was unsuccessful:
"My dad begged for his life... I'm helping pay for [Quine's] surgery... It's kind of like a slap in the face," Baig said....

Looks like CA has extra money to throw at any project micro or macro. So, they’ll do just fine without Fed funding.
They will move him to the women’s jail right after the operation. He will soon become the kingpin or an enforcer there because his muscle and bone structure are of a man... and the other women can’t kick him in the balls with any effectiveness (them being gone and all).
Not even joking, this is honestly the LGBT movement’s next civil rights frontier: taxpayer-funded sex changes for convicted murderers serving life in prison.

If a government doctor performed the operation, I’m surprised the guy doesn’t have his schmeckel attached to his forehead now.
This is the only reasonable explanation i can think for our political leaders, federal, state and local to be so utterly out of touch with reality and still be able to function in a rapidly declining rational society.

There is a God and He does rule/judge in the world of men.
This is unconstitutional as can be, but throw them all on an island with a gladiator death match like the hunger games.
