Pretty common to see these scarves on US soldiers in Iraq. Does the US military issue these? See them on guys practicing military-style shooting here too, as part of their ‘tactical’ gear.

I don’t get it, for sure, but it is no indication by itself of affinity for Islam. In this Santiago guy’s case, it IS a legitimate question. Or the photo could just be from Iraq.

It's called a shemagh. Back in the day it was mostly just special ops guys wearing them to cover their identity a bit and, for whatever reason, they seemed to think it made them look cool, more irregular or whatever. Then shemaghs caught on in the wannabe-operator community (an operator being what special ops guys call themselves these days, because they "operate"), and now a lot of regular soldiers seem to wear them as well.

I honestly don't think Santiago wearing one is an indication of anything. Every soldier (special ops or not), federal agent, and wannabe seems to own one nowadays and break it out for training, range time, photo-ops, etc..
