By “decent law-abiding Mexicans” I specifically mean the ones who have come here legally or who are in Mexico waiting to enter. What else could I possibly mean?
So you are not referring to the ones who came here legally-originally, and then just over-stayed and thus became illegals. That’s good.
Because they are either one or the other. They can’t be both even if they obey the rest of the laws.
They are legally here- right here and now, or
illegally here because they snuck in or over stayed their Visa.
