He (commisioner Thomsen) may be able to speak for Wisconsin, but I'm pretty sure he has no clue whether California (for instance) has significant voter fraud.
He may be able to ... but he didn't. He said Trump's accusation of illegal voting was insulting. He didn't say it was false.
