A final pathetic gasp by a failed executive. By the time new proposed regulations are published and the final rules are placed in the Federal Register, Trump & Co. will rescind them. This is a good example of what is wrong with DC.

Exactly, nor does it grant the Congress the power to delegate its lawmaking authority to an unelected perpetual bureaucracy such as the EPA.
Why not just appoint a dictator-for-life, and let Congress "transfer" its legislative authority to him, a "broad" "grant of power" in perpetuity.
That way, they can all go home and collect cushy pensions for the rest of their lives, or until the dictator has a bad day and decides to have them all shot.
