Just so long as there isn’t one dollar of Federal money involved, let them dig to their heart’s content. Like the article said, they are banking on the trillion coming from Trump and that is Federal money........from the OTHER 49 States.

I'm very familiar with that area as I'm often driving from NYC to Boston. I try to avoid the mess in Hartford by taking I-691 north of Waterbury to I-91 and catch I-84 north of the city. That cuts off most of the downtown area (The I-95 option to the east is much, much worse).
In Hartford proper, the I-84/I-91 tangle is a nightmare and you need to be paying attention at all times what lane you are in, or you will be shunted off the highway with no easy way back on.
The Big Dig in Boston didn't really improve things. The big difference is that when you are stuck in traffic, there is no benefit of scenery as you are surrounded by tunnel walls. Don't go there if you are claustrophobic.
The one thing I agree with in the article was that it was a mistake to route the Interstate Highway System through major cities. A better solution would have been to have rings around the outside of the cities with large thoroughfares giving local access to the downtown area like spokes on a wheel. This is widely done outside the U.S.

I was in a long, slow check-out line in Saybrook at the old Caldor’s B4 it became a WalMart. Weiker was directly in front of me in line.... I don’t know why I started a rant with him about the income tax...it got louder and louder... everyone was listening to the arguing and you could see he was uncomfortable, wanted to leave, but didn’t want to lose his place in line. It was classic; only other politician I disliked more than him, was Tom Dodd...oh, and his son.
