Those with a brain that can understand common logic. Those that actually live on the border and own land with river access. Our family owns several miles of that border and have friends that own many more. Their livelihood depends on that river access.

Water access? That is a specious argument. SO how do farmers in rancher no where near the Rio Grande get their water?
