The only way to stop these hoax hate crimes would be heavy punishments for the hoaxers. If there was a felony conviction with a year or two in prison for each faked claim, I’ll bet there would be far fewer hoaxed reports.
These hoaxers destroy innocent people’s lives, cost the local governments a lot of money and perpetuate a false information. They are a festering sore on society.

Will the school impose any penalty on this student, as they would for anyone committing a hate crime? (I think fake hate crime are hate crimes themselves; their sole purpose is to smear and spread hate against the person or group alleged to have committed the crime.)

I wouldn’t be surprised if the (incorrectly drawn) swastikas on the Beastie Boys memorial in New York weren’t also a fake hate crime. After all, the average Trump voter is supposedly an out-of-touch older white voter who - if he has heard of The Beastie Boys at all - is probably unaware that they were Jewish, that one member is dead, and that he has a memorial in a New York park.

What do you do about the constant barrage of “Fake News” that is being staged and covered by genuine New Outlets and reported as a real event .... then when found to be fake .... never posting a retraction or burying the 2.3 second retraction without actually reporting it in any significant way?

I've noticed that myself. Many stories about this "wave of hate crimes" refer to "numerous reports," yet only one or two are ever cited, and in most vases the perps and their motives are not even known. This is the third or fourth that I'm aware of that's been proven a hoax, and several pothers sounded very suspicious.
The other day in San Francisco, the city prosecutor announced he was setting up a special "hot line" to monitor hate crimes, even though the police chief said their had NOT been an uptick in hate crimes. The article mentioned only two possible ones: one incident of racist graffiti, and another in which an Hispanic woman was allegedly shoved. And this was in a metropolitan area of several million people.

We had something like that in Seattle a few months ago. A Muslim student fell to his death from the balcony of his apartment, and the family suggested it might have been a hate crime. The Seattle Times ran a front-page story, above the fold, with a color photo. It was later determined that the student's death was either an accident or suicide; that story was somewhere on page A-8, or maybe even Section B.
The other day, the Times ran a story about an alleged hate crime against a Muslim at an area college. The article stated that in 2015, there were 5,850 hate crimes against Muslims nationwide. I knew that was wrong, and looked up the actual figure, WHICH THE REPORTER HAD PROVIDED A KINK TO. The actual anti-Muslim figure was about 270; the 5,850 figure was for ALL hate crimes combined, not just anti-Muslim ones. Moreover, as in pretty much any year, there were twice as many anti-Jewish hate crimes.
Probably an honest mistake, but why did all the "professional journalists" at the Times miss it? Probably because the inflated figure was in accord with their biases.

However, there are 11 cities named Bowling Green in the US, including one in Ohio. So my point stands. They should put city and state in their location information.
