I did visit the website. But it does seem that what a State legislature votes on today and passes they can vote on next month and undo. This was not seemingly addressed on the site and so it seems, unlike the current EVC which emanates from the Constitution this appears to be a extra Constitutional attempt to get around the intent of the Founders and for that reason I think it will, if they ever get enough States to agree on this Compact it will wind up in the USSC.
But from how it is described it seems as if the approval of each State House is an almost day to day thing and subject to change as the political fortunes of each Party wax and wane within the State. Sort of “here today, gone tomorrow”
Anything can happen but from they way this is set up it will be a very, very long time before this thing even gets the number of States needed and then the challenge process in the Courts will take years and years.
Very interesting piece on the difficulty of this ever passing in the current climate.
