The source doesn’t appear to be particularly credible, but there have been various nations including Russia that have issued arrest warrants for Soros in the past, he’s infuriated a lot of governments with his currency manipulation and interference.
Given the Wikileaks validation of some of the worst speculation and rumor regarding Soros bankrolling Democrats, the odd saber rattling and steady drumbeat for war with Russia coming from certain quarters starts to make sense.
Would Soros be encouraging his bought surrogates to go to war with Russia because Putin had issued an international, dead-or-alive warrant on him? Sure he would, he’s got the best governments money can buy. He’s going to use them.

Ok folks, think about this. Putin is not Obama. If this were true, Putin would not be advertising this, he would just go after Soros. Though the death of Soros and his sons would be the best thing for this world, I think this story is BS.

I highly doubt this. If Putin really wanted Soros dead, he would have been dead a long time ago already.
It is inconsistent for conservatives to oppose China, Iran, Cuba, and Venezuela and then turn around and support Putin, who supports each and one of these Communist regimes.
