Forty million people, each receiving $1,000,000, does not equal $40,000,000 dollars! It equals $40,000,000,000,000, or $40 TRILLION dollars!
The new US currency would be something l!Ike this:

The proposal is $1,000,000 per person. That is:
40,000,000
X1,000,000
40,000,000,000,000 = $40 trillion.

40 million times $1,000.00 = $40 billion
40 million times $1,000,000.00 - $40 trillion
Not only isn’t there enough money for that, even IF it didn’t cause a complete financial collapse (and it would), it would create enormous inflation. Additionally, you are taking 40 million of the most experienced people out of the workforce in your scenario - the people who actually KNOW how things work.
This is a big government solution - stay away from it.
Math is hard.
Or, we push this through and when people figure out it's 40 trillion not 40 million, we say "oops" just like they did with Obamacare.
