There are three categories of resident for CA. One is a full-time resident and the worst for taxation. Then there is the non-resident, which means you only pay taxes if you do work within California, and the third is the part-time resident where you are taxed on all income while living in CA, even if from a second state but only for that period that you are residing in CA.

My guess is that he owns the house and is simply a non-resident. If he is there...it’s probably for less than six months out of the year.
