In 2007, my British husband got a ticket for walking our dog Henry without a leash in Washington, D.C. The National Park Service made it impossible to pay the ticket. So, a newly minted citizen, Peter said hed wait for his day in court.
I told him that was most unwise and that he could end up in jail.
I was right.

You shouldn't worry about it, your neighbor is merely taking them to the Far Away Far Eastern Cuisine restaurant. It's actually quite nice of him to buy those homeless cats a hot meal, don't you think?
Let’s see...
1) my spouse gets a ticket, and cannot pay it to the appropriate authority; and
2) I am the Press Secretary to the President of the United States who (rumor has it) has rather substantial authority over the National Park Service.
You know, I would have at least called someone at the NPS and asked about how my spouse could pay what was owed before more trouble ensued. There’s nothing dishonest or ethically wrong about that (not like asking to “fix” the ticket would be). Oh, and I’d suggest that they also change their procedures, so that ordinary citizens - for whom the whole government is SUPPOSED to exist to serve - don’t also get victimized. Heck, go in and ask your boss about this if you have any reservations - GWB was/is many things that I don’t like from a political point of view (even though I voted for him twice), but unconcerned about individuals with whom he had some contact is NOT one of them.
But I guess that you have to have a brain to think of this.
Obviously, the cop screwed up.
