Secretary of State is not a member of the National Command Authority (NCA), and she would not be privy to the amount of response time. She had to have gotten this information from Bubba shooting off his mouth back in the day when he was briefed on the procedures...and the First Lady has never been part of the NCA.
I have no recollection of that statement.
She NEVER has a Need to Know, not even as SoS.
An exact four minutes response is the kind of off-the-cuff answer SAC might give as a worst case response time to get someone out of their hair.

The only reason I had a “need to know” was because there might have come a time when I would have had to have known to get the hell out where I was poste haste.

Either that or she was told to say that because no one on her staff realized it would be criminally negligent for her to announce to the entire world.
If you read the Podesta emails it is clear that Hillary’s staff (especially at the mid and high levels) are very attuned to DC culture and know exactly what security classifications mean.
They spend many many hours discussing what she should and should not say on a wide variety of topics, whether at debates or in interviews or in any other public setting.
Imho there is zero chance they would have authorized that statement.
If any staffer had suggested it they would have laughed out of the room—if not fired on the spot by Podesta.

Probably better that she DOESN’T get prosecuted right now. Obama can pardon her for trouble she’s in, but I don’t think he can give her a blanket pardon for anything she may have done wrong during her tenure.

I am certain it's not part of the preelection POTUS briefings.
Only those in the launch chain of command Need to Know. And they would be told as the football was being handed over.
