If Homeland takes control of the Election then the Clinton Foundation or the DNC don’t have to bribe the server administrators in the voting machine hubs. They can work more traditionally and just get all the illegals to the polls where Homeland will ensure that no one’s eligibility or identity will be questioned.

I see this as a positive sign. I trust the Pentagon much more than I trust Homeland Security, and I actually see this as a warning to Homeland not to try any monkey business. Have two teams, with equal numbers of democrats and republicans supervising the voting and the counting.
Have voter ID cards for everyone. If a poor country like India can do it with a population of 1.2 billion, so can we.
