Democratic nominee Hillary Clinton failed to complete the highest level of security training mandated by the Department of State for the proper handling of the government’s most secret documents when she entered the department in 2009, according to documents obtained by The Daily Caller News Foundation under the Freedom of Information Act.
The State Department released 46 pages of previously unseen documents Tuesday under a Sept. 20, 2016, order issued by U.S. District Court Judge Richard Leon.

This has nothing to do with incompetence. It’s all about INTENT. Clinton simply ignored established security protocols to avoid having anything she sent via electrons from seeing the light of day.

I realized that after I posted. I just had it in my mind she failed the test. :-(
I each of these Agencies, at the highest level office, down to the Area Offices, there are a couple of positions.
An IT Security Officer
A Physical security Officer
It is their job to make sure that the managers in each department get all employees, including themselves, to take the training using the online training program that keeps track of it all. In the Department of the Interior, it is called DOI Learn.
If a name is not on the list as having taken it by the required date, this information is reported to the managers and these Security officers who are required to insists that they be taken.
If someone in Hillary’s position willfully refuses to take it, then they ultimately are to be removed from their position of trust until they take it and pass it.
The records are kept by the agencies. The mails to Hillary telling her she needed to take it, and then that she missed her dates, would be on her server...but that would be her copy. The people who sent it would have their copy on the agency server which should be easy to find and document.
I work in IT in the healthcare industry (always seem to end up at healthcare related companies!) Anyway, a previous employer in that industry required that we take HIPAA training, failure to do so was grounds for termination with no option to be rehired. But I guess having access to top government intel as well as intel on other countries is not as important. I mean, clearly, the number 3 position in the US government is not as important as the number 15,235 position in some private sector company.... /sarc-off
Exactly, ignorance of the law does not protect anyone in a country of laws, not tyrants. Hillary and her employer Obama are behaving like they never learned what distinguishes a Constitutional Republic from tyranny. But both went to law school and studied the laws. One must conclude they have no interest in justice, in freedom, in saving this Republic.
Even without the official “training”, everyone who gets a clearance knows that they are only supposed to use classified email systems for classified info, NOT unclassified unsecure home email system.

Classified documents in the SCI category cover some of the nation’s most deeply guarded secrets, including material obtained by U.S. intelligence agencies through signals intelligence, human intelligence and satellite intelligence....”

Obama must not have taken it either seeing he sent her secret emails to her private server. Didn’t he claim to be computer savvy? How is it he missed her email address wasn’t going through a secure State Department server?
And IIRC when he first got intoboffice there was a huge wrangle because he insisted on keeping a Blackberry PDA.
He’s in it up to his eyeballs.
He used a pseudonym in his emails to illary...
