Three important news stories this week, taken together, cry out for saner gun laws in Illinois — beginning with tougher penalties for gun crimes.
In the first story, a man charged with shooting and killing another man near Millennium Park on Saturday was reported to have a criminal record that should have precluded him from even being on the street. The suspect, Paul Pagan, 32 had been arrested 39 times and was twice convicted for pointing a gun during an argument. He has convictions for aggravated assault with a deadly weapon, reckless conduct, marijuana possession and possession of a stolen motor vehicle. He had a warrant out for his arrest. Yet he was back on the street, allegedly with a gun.
In the second story, the FBI reported on Monday that violent crime in the U.S. was up 4 percent last year and that murder was up 12.8 percent in cities. Violent crime is a Chicago crisis, but we are not alone.

Bring back Project Exile, with a twist: if anyone dies due to your illegal use of a firearm in a crime you get an automatic and unappealable death penalty. You get exiled to the Celestial Jail.
Crooks will be afraid to carry guns because if they kill anyone - even one of their buddies - it’s an instant “game over” even if they surrender 5 seconds later.

Good idea. Make it a condition of any plea bargain, reduced sentence, parole, or early release. Violation means they go back in for the full sentence.
They don't currently get chipped. Having to have an RFID chip is what I am proposing we can do.
Yep. I remember hearing about firemen in a firehouse near one of the projects (maybe Cabrini Green) having to move their beds because there were shots through their windows.
Back in 1985 I worked 4 blocks from Cabrini. I would work well into the night programming. Through the window I watched as 12 year old mothers with their children walked around at midnight. There was a funeral next door almost every night. They would wail as they came out. Funerals always ended after 10. There were more people outside on a summer night at 11 PM than at 11 AM, even on a Wednesday. On Friday and Saturdays, the place lit up. White people were off the streets by 11PM and then it was all black. And very lively. My car was stolen, but expect for that I did not have any crime problems myself.
The libs are stuck in this cycle: tougher laws, longer sentences, disparate racial impact, ease enforcement, more crime, tougher laws... The unpleasant truth is that black on black urban violence is so disproportionate that addressing it by punishing the criminals lays you open to accusations of racism because the liberals are in complete denial of the nature and ubiquity of that violence. They’re trying to have it both ways. It won’t work.
—yep—and the sad fact in Chiraque is that if all “gun crimes” ended in a longer sentence (or any sentence at all), the jails would be totally overwhelmed—not nearly enough room-—
You know one day social scientists are going to say to themselves, I wonder if I stop doing my research assuming all Black people are the same, and all white people are the same. Maybe someday they will ask themselves why Tulsa and Chicago have such different crime rates. Maybe its not the laws or poverty or white people. Maybe there is something about the people or behavior of the folks on the south and west sides of Chicago that cause the crime rates or predict the crime rates. And why those crime rates don’t exist everywhere even places with the same poverty levels and same black/white ratio.
Could it be that all black people are not the same. That some are worse somehow as relates to criminal activity. Or that they do things that lead to crimes and murder more often?
