Might be possible to call it a bit more of an "educated guess" than a "myth."
The story line is that they agreed on a strategy of trying to hold the presidency between them for 16 years, eight for him and eight for her.
She would help him win his eight, then he would help her win her eight.
That seems to fit the facts we are seeing.
During that 16 year interval, they would re-shape America by stacking the SCOTUS with left-wing justices.

Bubba was running for Ark Atty General, Hillary had just come into the picture.
Hillary had to travel somewhere, Bill ended up shacked up with some local tart, Hill unexpectedly came home early, discovered them.
Hillary left Bill some note in the house which was discovered by a THEN family friend,
“Oil remember OUR BARGAIN...” and then it went on to describe their new marriage in terms that very much cast it in light of being some very unemotional POLITICAL BARGAIN.
Their union is much more something like you would expect from Monarchs from, say, 400 years ago:

I have heard Larry Nichols say that. I think the plan was for Hillary to run in 2000, but Bill screwed up that plan with the Monica thing. Subtract Monica, and Hillary probably could have won in 2000.
Heya The Raven I have not replied to anything on freep in years but feel compelled to do so because of your question. I have a “neighbor” (in rural terms) who was once a call girl in Washington D.C. She worked for the famed madame there.
last winter she told me about an evening, in 1978, where the dignitaries were picking up the beautiful young women while she was assigned to the bar. She sad at one point a “young” man sat at the bar and ordered a drink. They began to talk and he said his name was Bill Clinton. She said later a group of men stopped and one threw his arm around Bill and said “This guy is going to be President!” She did not think anything of it until 1992...When that same man showed up on her TV.
As she told this to me it did not seem to register to her what she was really saying. After I told her that it’s all a charade and that he knew because he was appointed as a President she looked surprised. We always knew it but that chance encounter set it in concrete for me.
The system is not broke. It is however a joke. It works as they want it to. Some politicians come along and get int he way but the machine rolls on...
