If it’s that important it should be paid for out of general funds. No need to wait for speculative things that might never come to pass.

As far as dopers in this country using cartel drugs, sadly, yes you're right. As long as there is a demand there will be a supply. On the bright side, the cartels can be an unlimited supply of assets that will keep our taxes down. They could probably pay a large chunk of the DoD budget.
No, even seemingly dedicated police departments do not go for the maximum knock out, but for the maximum ongoing blood.
The profit motive to milk the situation has to be removed.
And it is hypocritical to say we have a war on drugs when all we really have is a fairly high, capricious tax on it.

Interesting you mention roofers. My son owns a roofing company in Texas and is having a hard time finding workers because he says they use to charge Mexican workers $600 for a temp workers permit but now charge $3000. I don’t know if they are putting American workers out of jobs, but my son says they can’t find that many American workers. I would rather give people a legal temp worker visa than welfare for lowlife.
Here’s the answer:
Every illegal caught crossing the border costs the USG a set amount daily for incarcerated bed space and meals. (I believe local jails receive $60 per day on US Marshals Service jail contracts for federal inmates. I suspect ICE pays the same)
That daily rate is tallied times the number of illegals in custody at any given time and the funds are DIVERTED FROM THE MILLIONS GIVEN TO MEXICO IN US FOREIGN AID TO BUILD THE WALL.
So, technically, Mexico would be paying for the wall from their own foreign aid account.
In 2013, Bambi gave Mexico $51.5 million in foreign aid.
That’s a big ass wall.
Another point of fact: a border security wall is not simply a physical linear structure. It’s a network in depth of physical, visual, electronic, and enforcement barriers allowing border agents to effectively maintain border sovereignty. “The Wall” might take significantly different forms depending on where on the border it is.
Just my random thoughts. I could be wrong.
