Seriously, this is merely an “oh, with less work we couldn’t justify our budget and it’d get cut” whine from career bureaucrats.
These people are our SERVANTS. Every citizen should look at government verbalizations from the lens of how they would like their hired help to respond to them, and treat them as such. Efficient, courteous performance should be praised and rewarded and rude pilfering douchebaggery should get a foot in the ass...

How would a ban on immigrants cripple or be costly to an immigration system?
A ban on immigration might cripple an economy (in theory) or cripple an industry (taxi driving, convenience stores, construction labor, software developers, again in theory), but I don’t see how it would cripple an immigration system.
An increase in immigrants might cripple an immigration system. Not a decrease.
