Man Who Tossed Fake Bomb Into NYPD Car Is Arrested After Standoff

New York City police arrested a 52-year-old Queens man who allegedly tossed a fake bomb into a police van in Times Square before engaging officers in an hourslong standoff in Columbus Circle Thursday.

Hector Meneses was arrested shortly before 8 a.m. after a more than five-hour stalemate that shut down vehicle traffic to the area and forced subways to bypass Columbus Circle during the early morning rush, authorities said.

Mr. Meneses had barricaded himself in his car and told police he had an explosive and wanted to die, New York Police Department Chief of Department James O’Neill said. Police determined there were no explosives in his vehicle.

Police filed several charges against Mr. Meneses, including reckless endangerment, falsely reporting an incident and placing a false bomb. He was undergoing psychiatric evaluation. It wasn’t known if he had a lawyer.(snip)

Mr. Meneses, who was wearing a red helmet and a hunting vest, told officers he had explosives, the official said. Police called in bomb units and shut down vehicle and pedestrian traffic to the area while subway trains had to bypass nearby stations, the official said.

Police sent a robot to break windows in the SUV to get a clear view inside while hostage negotiators talked with Mr. Meneses, the official said.

He stopped communicating, so officers used pepper spray to subdue him and pulled him out of the vehicle, the official said.
