Now wait just a minute. Black kids from a Philippine camp??? Something isn’t right. Either the author got the wrong camp or the kids were misrepresenting who they really are.

No, East Oakland is the anus of the Bay Area. And now they are “bleeding over” into Northern San Leandro and Castro Valley.
There does seem to be a very large fraction of the Black population that would prefer Americans not enforce the law.
