There is a tactic in negotiations where you take the extreme position and then when the negotiations are done you are a lot closer to your own true position than if you had started with a moderate position.
The problem with most milquetoast republicans is that they start with moderate positions and end up giving away the farm.
It could be. He’s keeping all options open.
