The high-capacity gun magazine ban goes into effect July 1, 2017, and the language of the ban contained in SB 1446 leaves no question as to the limited options for owners of such magazines:
A person who, prior to July 1, 2017, legally possesses a large-capacity magazine shall dispose of that magazine by any of the following means: (1) Remove the large-capacity magazine from the state. (2) Prior to July 1, 2017, sell the large-capacity magazine to a licensed firearms dealer. (3) Destroy the large-capacity magazine. (4) Surrender the large-capacity magazine to a law enforcement agency for destruction.

I guess it hinges on some technicality like the ‘bullet’ being classified as a tool.
Charles Whitman used a Remington 700 (bolt action), Lee Harvery Oswald used a $19.95 Carcano Model 91/38 carbine (bolt action) and James Earl Ray used a Remington Model 760 Gamemaster (pump-action). It doesn't take an unusually expensive firearm for a skilled shooter to cause a great amount of damage.
No matter what the gun grabbers do, mass shootings are relatively rare (that's why they make the news). The favored firearms among Chicago gangsters will continue to be revolvers and Glocks (killings so common that Chicago will only make the news if this weekend's murder total is low).
The drug cartels are hastily destroying their high cap mags to comply with the new laws. My guess is that both lawless and law abiding will be giving this law all the respect it deserves.
