Bill sits down and quickly scan reads the report; hastily going to the findings and recommendations section at its end. He scribbles notes on a conveniently placed notepad. Or perhaps he takes photos of select pages with his cellphone.
For deniability purposes, no electronic copy of the report is provided.
After making considerable noise washing up, Lynch returns. More small talk about grandchildren and golf. Departing best wishes are exchanged and Clinton departs.
When asked later by the press, Lynch truthfully reports it was mostly a social visit. They talked about grandchildren and golf, etc. No pending matter before the Department was DISCUSSED.

High profile person A talks to lesser-profile person B semi-socially (over lunch?) on matters that both understand are of interest to high profile person C.
Low-profile person B subsequently discusses matters semi-socially with low profile person D, who has the ear of high profile person C.
