And for politicians to appeal to the farm vote. And extend government's long reach into still another industry, this time agriculture.

Worse, the spent grain, high in protein and used as animal feed since the days of the dawn of brewing in Mesopotamia, are legally classed as "industrial waste", and are forbidden to be fed to animals.
