The Pentagon is planning to announce the repeal of its ban on transgender service members on July 1, the Friday before the Fourth of July weekend, according to defense officials.
Top defense officials are planning to meet as early as Monday to finalize details of the plan on how to allow transgender troops to serve openly, according to a report by USA Today.
Deputy Defense Secretary Bob Work could sign off on the plan by Wednesday, an official told the paper. Final approval would come from Defense Secretary Ash Carter.
The plan will direct each branch of the armed services over a one-year period to implement new policies on recruiting, housing and uniforms for transgender troops, an official told USA Today.
The plan comes almost one year after Carter first announced he intended to lift a ban on transgender troops serving openly in the military.
Carter on July 13, 2015 announced he was creating a working group to study the implications of lifting the ban, and made it immediately more difficult for transgender troops to be discharged.
Civil rights groups such as the American Civil Liberties Union had said those decisions kept transgender troops in "a constant state of administrative limbo," since they did not include lifting the ban altogether.
Carter said the plan would be lifted unless the study showed that doing so would have an "adverse impact on military effectiveness and readiness."

Don’t they realize it was all a gag on a tv show? Corporal Klinger was trying to get OUT of the army by dressing like a woman— not trying to pave the way for transvestites in the service.
Yeah. Because the civilian leadership had absolutely nothing to do with this, so let's take it out on the GO/FOs who have honorably served, and tried to resist Obama, but the US voter gave him another term. Then we will promote all O-6s to those ranks, causing the entire DoD to be manned by less qualified GO/FOs, and a cascading effect throughout the rest of the office ranks.

“Flag Officers” don’t run “the Pentagon”,civilian appointees, then bureaucrats do.
DO NOT blame the military for these insane policies. Short of Congress doing its job with checks & balances or a military coup, there is nothing the generals can do but say, “Aye, Aye, Sir.”
I don’t think generals say “Aye Aye.”
People in other professions often resign rather than do something that goes against their beliefs, their honor, their integrity. Most don’t, but some do.
I would think military professionals would have even higher standards. And of course, “i was just following orders” has been established as no excuse.
