The attorney general should enforce it. The current AG wouldn’t have her dad arrested. While she’s the AG, the state police would enforce the law.
What they should do and what they do do are two different things.

I don’t know about THAT, I can’t see something like that being allowed to pass. But you’d think there would be some way to enforce it.
As to the pension thing, the state constitution is not a suicide pact, some judge needs to pull a reason out his butt to allow some leeway on that. These GD pensions are the crux of the problem.
