FOUR people have been injured in a shooting outside a shopping centre in Sydneys northwest after police opened fire on a 23-year-old man carrying a knife. The man, who went missing from a psychiatric hospital yesterday, was seen brandishing a kitchen knife as he wandered around the mall babbling incoherently, before he was shot three times by officers.
The man reportedly lunged at a female officer after he was told to drop the knife, before she and a male officer opened fire, leaving him with injuries to his arm, thigh and abdomen.
Fragments from police gunfire also injured three female bystanders at Hornsby Mall outside Westfield, leaving them with wounds to their lower limbs and abdomens.
Shoppers fled the scene at the Hornsby Organic Food Markets as they heard gunshots just before midday and saw the ground spattered with blood.
Police confirmed the man did not stab anyone and the three bystanders, who include an 82-year-old woman and 65-year-old woman, are in a stable condition in hospital.
A spokesman said tasers and other options were available to the two police officers who opened fire but said they had a matter of seconds to make a decision in life and death circumstances.
The officers each fired shots at the offender, he was injured several times, said a NSW Police spokesman. Unfortunately, some bystanders were also injured with bullets or fragments. All up we have four people injured.
He said three women aged between 60 and 82 years of age had been injured and were all now in a stable condition in hospital along with the knifeman.

Yes. France does in its Declaration of the Rights of Man and of the Citizen which was first promulgated in 1789 and remains part of its current Constitution. And there are other nations that do as well, if you look around.
In Australia (where this incident happened) the right to freedom of speech does exist but is not clearly written down in any single law, rather it is a right that the High Court of Australia decided exists in a court ruling, on the general basis that Australia's system of government could not function unless such a right existed, and therefore those who wrote the Australian Constitution implied such a right.

My suggestion to ‘look around’ is because it’s 10.30pm here and I am lazy tonight otherwise I’d probably have pulled out my books and got a list of the nations that have written it down. I teach History and Political Studies to High School boys, and I’ve gone into this in classes in the past, but all I can remember is France right now :)
