IMO, you have it SLIGHTLY backwards.
The Const. tells the govt what it is ‘over-all’ to do (DoI), the few things it *absolutely* CAN’T (1st, 2nd, 5th...) and the *minute number* of things it CAN (declare war/treaty/mint/courts), and obligated, to do (protect borders/shores/Rights).
That, by omission, leaves the rest to the People to decide, through their States; though, they too, are just as bound re: Our Rights.
It is now also accepted that the cops and mayors will not protect us from armed enemy invaders. Their retirement plans as public servants are now hereby forfeit, and the funds can now be used to better arm the public.
By their own admission, even with full-value payment for surrendered arms and parts, the compliance rate was only about 40%.
