Move the Center-of-Gravity of Government away from DC.
Then, Force the Congress to Telecommute to work from their home state. If they want to meet 2-3 times per year they can do so for a limited time.
The Texas Legislature meets ever other year, unless the Governor calls a special Session. It has worked fine for a long time, there is NO REASON that it could not be made to work for the Fed Gov.
