On the other side (Mexican) thee is inhospitable and inaccessible terrain....forcing the Mexicans to build the access road.
The dedicated customs officer (singular) accompanied by border patrol...is in operation on alternate days from 9 to noon.
Read here how the French dealt with Japanese imports of VCR devices at the isolated Poitiers customs office....the Japanese called uncle within a week.
