I find the use of the word “criminogenic” rather odd in the title and in fact exactly the opposite of any conceivable intended meaning. “Pathogenic” means “capable of producing disease”, or “likely to produce disease”.
So the word “criminogenic” means “likely to produce/capable of producing criminality”. I (and others) have used this word to describe the conditions that led up to the financial crisis; namely, the elimination of any sort of traditional lending standards (as to income and down payments) established by Fannie Mae and Freddie Mac. By holding themselves out as willing to buy any loan made under any conditions to any borrower capable of servicing the loan or not, FNM/FRE in all respects established the environment in which utterly goofy loans could be made and offloaded to another entity. And banks could make these loans in great numbers without risk to their own capital and importantly, bank officers could show that they were making more and more and more loans and thus expanding their loan volumes so their stock would go up, their bonuses would increase, and all was joyful.
“Criminogenic” means: Likely to produce criminality.

All of those types of programs are already active in U.S. prison systems. Where have these ‘prison experts” been for the last few decades?
