Missouri Passes Bill Allowing Citizens To Open Carry Without A Permit

The Missouri House of Representatives passed a “Constitutional Carry” bill Monday, protecting the rights of citizens to carry handguns without a permit.

House Bill 1468 — introduced by Representative Eric Burlison — passed by an overwhelming 112-37 vote and will now head to the state Senate.

Uh, okay. The title says open carry but parts of the article kinda indicate that CCW permits(infringements) are also being tossed out so, anybody from MO got the skinny on this?

Yeah, Nevada would be nicely served with this. Instead we have a ballot initiative by nannie bloomers and margabby kellygiffords to infringe further on our ability to buy and sell firearms between private citizens. But we do have okee dokee open carry without a permit. But, I would perfer the bad guys NOT know whether or not I’m packin’. Out roamin’ the wide open spaecs, open carry away.

Currently,an
individual with a permit to carry a concealed weapon is exempt from the general statute banning the carrying of
concealed weapons in public areas. This bill repeals this
general prohibition on carrying concealed weapons
such as firearms and knives under Section 571.030, RSMo.
The bill does not repeal specific statutes regulating the
concealed carrying of firearms in specified locations
and does not grant the same rights to carry firearms concealed as the permit system which imposes only minimal
penalties for mistakes and allows reciprocity for
carrying weapons in other states.
This bill is similar to HB 1250 (2015).

House Bill 1468, sponsored by state Representative Eric Burlison (R-133), would allow all law-abiding individuals to carry a concealed firearm anywhere that isn’t expressly prohibited by law. HB 1468 would also recognize your right to legally carry a concealed firearm without having to obtain a permit, allowing law-abiding gun owners the ability to better protect themselves and their families.

The Missouri Governor, Jay Nixon, is hostile to the Second Amendment. To pass this bill into law, they will have to override a veto.

It only passed in the Missouri House, not the Senate.

The words “our citizens” in this quote may indicate that it only applies to Missourians....“This legislation simply aligns Missouri statutes with our state constitution so that our citizens can lawfully carry a concealed weapon without a permit.”

That’s not far. IIRC, Harrison is where the best dulcimers are made. My parents are in Hollister MO. One brother in Branson, and the other two are in Ozark. I’m the only one who stayed in Wisconsin.

Not from MO, but I don't think the article aligns with the title. Open carry is legal in MO, no permit required (local places can still regulate some stuff though). From Burlison's comment in the article, it sounds like they're just cleaning up the law to match their Constitutional guarantees? Already legal, just getting rid of outdated laws related to when it wasn't legal.

Although, to be fair, Missouri recognizes my Wi permit. It’s just driving through Illinois I have to be careful.
