This actually sounds like a plan we should get behind.
The real flaw of course is Turkey’s NATO membership, but a US president with any stones at all could push Turkey out if it did not align itself with the interests of other NATO members.

Turkey's a hellhole in progress - no reason to stand with the folks to shot Russian pilots as they were escaping their planes.

Britain and Napoleon III did the West no favors for preventing the Russian Empire from liberating Constantinople in 1853, and if Churchill had been order to break through the Dardanelles just another day or so, the German-led Turks would have folded in March 1915, and Russia might not have been made weak and ripe for Lenin and an unnecessary collapse of the western front.
As it was, delay allowed the Germans time to make such a breakthrough impossible, brough Bulgaria into the war on the side of the Central Powers.
Our decadent State Department would work to subvert it, as would the EU and UN, but I hope Americans would have no stomach for preventing Russia from taking back Constantinople.
1453 was a disaster for the World and Christianity, just as the East was close to adopting the Council of Florence.
