There are only two companies, but at least four separate shipyards, that could build destroyers and other ships. And there is plenty of capacity at Newport News to build additional ships besides the subs and carriers under contract. That yard just laid off about 750 workers.

In some cases yes. In the case of the technology to build battleships, no. Only the Government built 16” 50 caliber guns. Only the Government needed 18” thick Krupp armor steel plate. Without orders these items in decades, it makes zero to spend money on maintaining the tools and manpower to manufacture these weapons and materials. I would venture a guess that no country in the world has these capabilities right now. Unfortunately, these skills and capabilities have gone the way of building Constitution size frigates and Victory size sailing ships of the line.
