We've seen this many times before. All new taxes start out at around a penny. The government needs to sneak their jackboot in the door.
Everyone should note the Prius runs on gasoline and does not charge a battery from the electric mains. The battery and electric motor are an economy measure allowing a smaller gasoline engine to be employed, which more closely matches the average power required at cruise. The battery/electric combination provides a short term boost to the gasoline engine for peak power required under high accelerations.
The Tesla in contrast draws all it’s power from the mains for storage in a battery. No petroleum fuels used on-board the vehicle. The coal, natural gas,etc. used for electric generation displaces the energy taxes and emissions to the electric grid.
Only a 10 to 15 mile range on battery power alone for the plug-in variant, versus 1 to 1.5 miles on battery with the typical Prius.
Charge a yearly fee based on tonnage. The stress applied to a roadbed by a freight hauling truck is 20 to 100 times that of a light vehicle.
I hope you still do save money if states start charging by the mile instead of by the gallon for everyone. Oregon is testing the program already.

That has been creeping in more and more. Colorado has several roads they opened as Toll Roads, roads that should NOT be tolls. These little tolls tags and now the size of small stickers. They want everyone to have one. Then, the next and easy step is per mileage tolls; credit card required.
