If he's lying only about the latter, how does he suppress the dozens if not hundreds of career DOJ / FBI lawyers, all of whom can get much better paying jobs if they leave the DOJ / FBI, and who are likely to leak the details (if not fax the entire document) of the squelched indictment to their nearest news reporter?
They are being threatened with prosecution if they leak.
