If there's one thing I know about the Army and that is nothing is done without the paperwork to back it up. IOW, before that "session" went on the training schedule, there was something sent down from a higher headquarters about getting it on the training schedule within a certain time frame and that there was a regulation or directive cited to authorize it.
Get that information and start rolling it back up the chain to find who authorized the presentation, i.e. who paid for it, and then find the paperwork behind it. This would include a Request for Proposal, the Proposal and its price quote, and the agreement for performance. In the RFP, certain items have to be cited as to the specifications for the presentation. That is where you find the truth about being authorized or the standard set of Power Point slides.
A relatively junior Congressional aide could be detailed to this task if some Congress-critter could be made to care about such egregious threats to morale and unit cohesion.
