Why would they need a budget? All the ones is already allocated. What are they gonna give them more?
I'm no fan of Ryan, but he's talking about a Budget Resolution, which is not sent to the President and has no force of law.
He promises to pass all 13 appropriations this summer, which hasn't happened in eons. Appropriations are the money that gets spent.
