On Oct. 26, 2015, The Blaze quoted Sen. Ted Cruz as saying, "School Choice Is Today's 'Civil Rights' Issue." But before you get excited about this, ask Sen. Ted Cruz what he means when he uses the term "choice."

It is interesting to note that Sen. Ted Cruz forgot to say in his Press Release that he also changed the definition of private school to include homeschool. This is significant. This fight is all about protecting our children.
If I had not read the sponsors of this bill I would think this legislation came right out of President Obama's Equity Plan called For Each and Every Child: A STRATEGY FOR EDUCATION EQUITY AND EXCELLENCE. (Source)

Sound like he wants to make block grants to parents to go shopping for private or charter schools for their kids.
As a small government purist I can see your objection.
But the current union-government schools monopoly HAS to be smashed somehow.
So. Cruz’ position is really anti-homeschool even though the Homeschool Legal Defense Fund supports his position.

Not this way! Smash the Union Monopoly, not the schools. Get them back in control of the community and GET GOVERNMENT OUT of EDUCATION! There should beNO Department of Education, No Common Core, No meddling by the Feds in the education of our youth. STATES and counties are the ones to solve the issues, Not Washington. CRUZ is FOR CONTROL of Education through CENTRAL GOVERNMENT CONTROL....therefore control of the minds of our youth.
Interesting that Sen. Ted Cruz voted against the Reauthorization of ESEA in the Senate, (knowing that S 1177 was going to pass in spite of his NO vote), but then submitted his S 306 which will suck homeschools into the Title I agenda of ESEA. He, perhaps inadvertently, tipped his hand. He is betraying homeschool parents. In the end, Sen. Ted Cruz DID NOT VOTE at all in the final passage in December.
The solution is to put education back in the hands of local and state governments. Let them figure out how to fund it and what is taught. Let the states deal with vouchers, if that's what they want to do.
Or maybe there was an amendment added at the last minute that Cruz believed to be a deal-breaker.
The House and Senate do that kind of crap all the time.

This claim originates with a researcher who claims to be able to read and interpret legislative language but it seems doubtful that she can read and understand ordinary prose.
When a law says that a definition of a term is only for a particular purpose then that definition applies only for that purpose. It changes no definition of state laws or other federal laws. This is true of the definition of homeschooling in this bill.
The law in question allows homeschoolers to participate in savings accounts that have tax benefits. There are no government funds. There is no regulation of homeschooling. Just fair treatment for homeschoolers who want to save taxes on educational savings.

I homeschooled two boys and got both of them into college, one going on to med school.
Homeschool is not the answer for our nation. We need good public schools which are locally controlled and spend their time learning the three R’s instead of the leftist agenda.

My wife did a great job of researching the school districts prior to our move to North Texas 20 years ago. It's not perfect by any stretch, but my 3 kids (28, 26, and 13) have had a fine educational experience.
I supplement the teaching as the math, history, and grammar professor. When I need extra help, I go to the Kolbe Academy for additional materials. One of their top staff members is a fellow alum of Gonzaga University, they do good work.
Need to get the federal government out of the education business. Problem with passing laws like this is, once the government bureaucrats get a hold of it they can interpret it any way they see fit, which will always be more intrusion and more jobs for them.
