Americans are losing jobs to a visa program [H-1B]. Can it be fixed?

[...] Its supporters, including the Obama administration, have touted the H-1B as a way to inject highly sought-after skills into the US talent pool. But more often, critics say, big companies exploit it to reduce labor costs, leaving more and more skilled American tech workers out of a job.

"There are literally tens of thousands of American workers who have trained their foreign replacements," says Ronil Hira, a public policy professor at Howard University and a leading authority on H-1Bs. "And the workers being imported have no more than ordinary skills that are abundantly available in the US."

And as the controversy over both H-1Bs and immigration writ large heats up, a growing force of economists and lawmakers, are offering up ways to do it, from requiring companies to prove they recruited in the US first to limiting the program to foreign workers with advanced degrees.

[...] "most of the top H-1B employers are using the program for cheaper temporary labor - as a vehicle to outsource jobs overseas rather than as a bridge to permanent immigration," Hira said in congressional testimony last year. [...]

"Require that the market wage be paid and require employers to prove they recruited US workers first."

"Have a Labor Department database that requires you post the job for 30 days [in the US]," he continues. "If you really can't find anybody, you get your worker. If that is going to destroy the program, that means it really is just a tool for exploitable labor."

Hira also recommends conducting random audits of employers, particularly those with a past of displacing American employees. "The current compliance system relies on whistleblowers," he says, "who can face retaliation or legal action from their companies." [...]

Neither: "Ted Cruz Explains why His Position on H-1B Visas Has Changed"

Ted Cruz is a liar. His proposed six-month moratorium on H1B visas is a sick joke, and he knows it. All the H1B applications for each year are processed within the first week after the opening bell. Hence, there is already an 11-month, 3-week moratorium every year, until the next year's opening bell (sometime around April or May).

The H1B visa program was designed to wipe out the white collar, upper middle-class workers; a genocide of the higher-IQ computer science, engineering, and business graduates.

If there were work visa programs specifically targeting the low-IQ occupations of journalists, lawyers, teachers, and social workers, and other commie strongholds, there would be enough outrage to stop all the work visa fraud.

Great write-up. You’ve zeroed in on the worst things about it.

Didn’t Paul Ryan say we couldn’t do away with it because our companies can’t compete globally without it? Maybe Ryan needs to go also.

I’m not going to cull the threads where the Trump bashers are. Just look for posts where they said he flipped on anmesty, abortion, gun control, etc. They are there. He has a policy page just like Trump, but I find it odd that they say he is phony on the issues, but can’t seem to rectify Cruz’s switch on amnesty or TPA or the Corker Ammendment.

LOL! Bet you can't link to ONE example of Trump being criticized for a position he changed 30 years ago.

Just look for posts where they said he flipped on anmesty, abortion, gun control, etc.

I recall seeing liberal statements from Trump on these issues much more recently than 30 years ago.

True - there a are a small handful of issues on which Cruz has changed his position, and an comparably small number on which Trump hasn't.

Cruz’s solution to the H-1B is dog and pony show hearing after which there will be no more INCREASES. CLever lawyer speak to hide the fact Cruz is hunky dory with current levels of H-1B’s.

Cruz under went a miraculous conversion after he saw the popularity of Trump’s position on H-1B’s which is heavily influenced by Sessions.

Now Cruz is happy with the current obscene levels.

If one believes that Cruz who worked with Session in the past was totally unaware of Americans being replaced, I that this neat bridge to sell them.
