The emails weren't "marked classified" simply because some flunky erased the email's classification level.

HCS refers to the HUMINT Control System.
This stuff ranks just below codemaking/breaking when it comes to the sensitivity of the information and how tightly controlled the dissemination is. Stuff like this being made public gets sources DEAD. It also causes other sources to dry up and go away.
The only good thing is that there is a very close record kept of EVERYONE who has had access to this info. It shouldn't be that hard to create a very short list of who put this on PIAPS' server.
